Federal officials didn’t expect controversy when they allowed Lululemon Athletica to hire certain temporary foreign workers without first advertising those jobs to Canadian candidates, an internal document says. 

A briefing note prepared for then-immigration minister Sean Fraser suggested approving Lululemon’s request was “less likely” to attract scrutiny because of reported challenges businesses faced in recruiting employees.
