A high-profile Canadian public affairs firm has worked closely with agencies of the Rwandan government, which has been accused of targeting political opponents and dissidents, intimidating diaspora critics and arming a violent militia group linked to possible war crimes.

Crestview Strategy, a public affairs firm founded in Toronto, promoted tourism and investment in Rwanda for about a year before it removed all references to its office in Kigali, Rwanda, from its website in the spring, the Investigative Journalism Foundation has found.
