The Pierre Elliott Trudeau Foundation appears to have spent less on charitable work than it was legally required to, an analysis of historical tax records by the IJF suggests.

The Trudeau Foundation, under fire for accepting donations from businessmen connected to the Chinese government, may have underspent anywhere from $1 million to $2.8 million, depending how far back one looks at their tax returns. The foundation didn’t complete key parts of past  returns or provide the missing data when asked, making it impossible to nail a precise figure.
